SUMMARY
hotkey to make a blank frame needs reseleciton of Timeline Docker to trigger.
STEPS TO REPRODUCE
1. blank frame keyframe hotkey
2. arrow key to new frame
3. *cannot hit hotkey to make new keyframe
OBSERVED RESULT
Need to mouseclick on the Timeline Docker to enable hotkey to trigger.
