SUMMARY
When there is no global selection, creating a new local selection will cause an
exception
STEPS TO REPRODUCE
1. Create a new local selection and switch to it
2. Use the rectangle selection tool to draw a few squares
3. Return to the layer and find several rectangular selections. But they do not
have a limiting effect
EXPECTED RESULT
After creating a new local selection，a selection should appear that envelops
the canvas.Then everything is fine
