The bottom of the window (including the Apply button) is unreachable

When unplugging a second monitor that has a different resolution than my native
laptop screen, the display settings window becomes partially unreachable (see
attachment). The unreachable part (not visible on the screen) seems to depend
on the resolution of the unplugged screen.

-Closing display settings and reopening does not work as a workaround.
-Even maximized, the bottom of the display settings window is still hidden
under the bottom fixed panel.
-Resizing the window from the top does not work, so it is impossible to resize
it and the move it up.
-It does not seem to be theme-related as I had the same bug with the default
Plasma theme.

That makes it hard to change display settings and sometimes I had to use xrandr
manually to reconfigure my display, for example when unplugging a second
monitor and then plug in a projector, the button to duplicate screen was
unreachable from both my laptop screen and the projector.
