Switching up primary and secondary monitor as well as any other settings in the display settings made no difference. STEPS TO REPRODUCE 1. Set global scaling to 125% 2. Play a video file in VLC 3. Drag it to the second monitor and resize the window OBSERVED RESULT VLC's UI will start to appear on top of itself, no video output can be seen. Dragging VLC back to the first monitor and resizing the window slightly will bring VLC back to normal. EXPECTED RESULT VLC to behave as it would do on the first monitor.
