I always have that set for VAAPI. I'm with 85 beta, as it brought back real
vsync for the EGL

Maybe it takes some shortcuts then? Also with current git-master without
patches, KWIN_USE_INTEL_SWAP_EVENT=0 breaks correct vsync for me in Firefox
(stuttery scrolling etc.).

This patch seems to completely fix issue 431449 on Xorg without negative side
