SUMMARY
I have a two monitor desktop.  I enabled "screen energy savings" but when I
move the mouse to wake up the monitors, I can no longer click on anything.  The
task bar no longer responds, nor do any of the other panel buttons.

I can drag a window around, so the mouse isn't completely dead, but the window
leaves trails of partial images as I drag it around.

Also, the background on the secondary monitor becomes black, rather than the
picture I had set as the background.

I'm not able to log out using the panel buttons, since they cannot be clicked. 
However, I can switch to a virtual tty and kill the session.  That brings me
back to the SDDM screen, and when I log in everything is back to normal.


STEPS TO REPRODUCE
1.  Enable screen energy saving
2. Wait until the monitors turn off
3. Move the mouse to wake the monitors

OBSERVED RESULT

As described above

EXPECTED RESULT

Normal waking of the monitors and desktop fully functional

ADDITIONAL INFORMATION

I'm using the X11 graphics platform.  Video card is AMD Radeon Pro W6600.  The
primary monitor is connected via Display Port and is an HP ZR30w (2560x1600). 
The secondary monitor is connected via a Display Port to HDMI adapter and is an
ASUS VA24E (1920x1080).

I'll be happy to provide whatever additional information is needed to solve
this.
