A technical change in Plasma 6 to unify the X11 and Wayland panel and tiling
code resulted in this effect. It's considered intentional at this point in
time.

Do you mean this was an intentional change for Plasma 6? Is there any further
information on this?
In Plasma 5 the windows are sized equally.
