Solution A:
Disable "Show title tooltips on hovering" at Behavior page
Solution B:
If you want the thinner latte tooltips for applets keep option from Solution A
but for those applets that you have this

Also, as a related note, 'Drag and maximize/restore active window' doesn't work
as well. It behaves as it has been disabled.
Having this option enabled or disabled doesn't influence the behaviour seen
