See this feature video at 1:22. The "Width" margins are set fairly high at 13%,
but if you look at the side panel, the widgets are expanding to fill the entire
width of the panel. When the panel is small enough so that only icons display,
this does not happen.

STEPS TO REPRODUCE
1. Create a panel
2. Size panel to something large. >250px or so so that widgets display rather
than just the icon
3. Add a widget to the panel

OBSERVED RESULT
- Widget fully expands width with 0 margins

EXPECTED RESULT
- Widget should have margins and be kept inside the panel based on the setting.
