I have the same issue in Neon unstable - after installing kwalletmanager, its
main window is blank and no menu function is working. When opening the kwallet
KCM, no wallet can be selected in the default wallet

This seems to exist due to a dependency problem that Hugues describes. Getting
the exact same thing:
