SUMMARY
I recently reinstalled KDE Neon and I just noticed the 'kdeconnect' package is
not installed by default. I'm pretty sure it was installed by default before,
and most distributions ship it by default as well. It makes sense it should be
part of Neon again.

The command - sudo apt install kdeconnect - solves the issue.
