It's definitely a bug. If the list of recent files is empty and you open a
file, the recent files menu will be enabled, even if it contains only one file.

I think it is a bug.
This menu is even disabled if “Switch to tab if file is already open” is
disabled, although it would do something: open the file again.

I can't know for sure how many items I have in the list of recent files. IMO it
also looks bad from the perspective of user experience.
