I have this bug again from time to time always in relation to Okular being
closed while in fullscreen.

If a fullscreen document is closed and then re-opened it opens in fullscreen.
But if instead a new one is opened (if the first one is closed and stays
closed) this (the second one) is not fullscreen and has no toolbar. I
