SUMMARY
Since updating to Plasma 5.26, the network manager asks me to input my password
at login despite the WiFi password being set to "Store password for all users
(not encrypted)". This was working as intended on Plasma 5.25.5.

STEPS TO REPRODUCE
1. Log in 

OBSERVED RESULT
Network manager asks for KWallet's password in order to connect to WiFi, even
though the network's password is not encrypted.

EXPECTED RESULT
Network manager connects to the WiFi network.

Linux: KDE neon
