On my laptop with PulseAudio 13.0 it stays off after reboot. On my other laptop
with PulseAudio 13.99.2 it switches to another profile on reboot. Neon focal
uses 13.99.1. Looks like newer PA versions behave

The issue seems to be that PulseAudio doesn't remember the profile setting
across reboots. I assume this is the case for all profiles, not just "Off".
plasma-pa doesn't store the profile settings itself. When you
