I have to correct myself: After a reboot, "Open with File Manager" is on the
second position in the list of three items. The order is also not
alphabetically. This could be filed as a new issue.

Just for reference: On my current Plasma 5 installation, "Open with File
Manager" is listed first. So the requested wish is seems to be implemented.
