I've just tested the upcoming version of Kubuntu 18.04 with Plasma 5.12.3 and
Qt 5.94.
The daily build shows no changes concerning the black bar on the desktop.

Update: Kubuntu 17.10 has just been released based on Plasma 5.10.5 and Qt
5.9.1

Even the latest Kubuntu release version, Kubuntu 17.04, is affected by this
problem.
