This situation produces overlaps between desktop contents and external docks/panels: https://github.com/psifidotos/Latte-Dock/issues/737#issuecomment-368351550 I could provide a patch but I suppose this needs a protocol and of course plasma devs to agree in this. The easiest protocol I can think of is that an external app could publish to plasma the free available screen rectangle.
