I also tested placing notification applet on both monitor, and they keep
randomly appearing on second monitor sometimes.

I don't have notification applet on the second monitor, and they ayer appearing
on that monitor. Also sometimes the background images get swapped.

The primary monitor does not determine the notification placement.
Notifications appear on the monitor where the panel with the notification
applet is placed

in the screen configuration options , you can select what monitor is considered
as "primary". That monitor should display the incoming notification popups. My
