Yes, that's intentional, because with a touch scroll you get finer control.
I think it's also unrelated to what this bug report is about.

With 5.27.7, If I use my laptop touchpad scroll edges it increases/decreases by
a step of 1, but with an external mouse wheel it's still using a step equals to
5.
