SUMMARY

For Chinese characters, at least for simplified chinese used in PRC, they
should be sorted by their Pinyin order.

OBSERVED RESULT

EXPECTED RESULT

For example, the pinyin of "直尺" is "zhi chi", so it should be grouped by the
first pinyin character "z", then just sort its pinyin and other words。
