The cursor not blinking means that the text input is focused, but it doesn't
have active focus, most likely because the window isn't focused.

I continue to be unable to reproduce the issue with the default Breeze Plasma
theme no matter how I try. There was actually a packaging issue in 5.24 that
caused some commits to be omitted, but it was all cleared up
