Hi Nate,
It is not blue. Colour of the line seems to change based on the accent colour.

If you look at right at the top of the panel It shows the line I mentioned
which shows up when watching full screen videos in browser.

Update: The boarder line is also appearing while watching video in browser in
full-screen mode. This is very distracting as it appears in the black bars
area. I tried taking screenshots but whenever I do, panel refreshes
