I'm trying systemsettings because color schemes in qt5ct proved to be rather
finicky.

Oh okey. Then you misunderstood it. To change the Qt5 configuration, you either
have to use the tools provided by Plasma, or the qt5ct tool.
"Missing icons" refers to themed icons in applications,

Do you have the plasma5-desktop package installed? This package offers the
Plasma kcm modules.
