SUMMARY
On neon unstable edition I see a hamburger button aside the header of several
KCMs, no menu opens when such button is clicked. My screenshot shows "global
theme" KCM, but the following KCMs are also affected:

window decorations
colors
fonts
icons
cursors
general behavior
desktop effects
virtual desktops
boot splash screen
splash screen
file search
notifications
language
launch feedback
user feedback
display configuration
