screenshot showing error re: 'check-language-support'

SUMMARY

Fresh install of KDE Neon, attempting to use the Region and Language system
settings to change the displayed format (ie select "C" instead of "American
English" results in an error "can't locate executable 'check-language-support'"

This is about the displayed time/date format, but perhaps more about the UX of
an error message a normal user couldn't be expected to resolve on their own.

STEPS TO REPRODUCE
1. Open System settings > Region and Language
2. Change from "American English" to "C" in an attempt to modify the date/time
display format

OBSERVED RESULT

Error appears at the top of the window "can't locate executable
'check-language-support'", and the desktop time/date format is unchanged.

EXPECTED RESULT

* There shouldn't be an error, and the time/date format should be changed to
reflect the selected language.
* If there are necessary package(s) missing, they should be installed or the
user prompted to install them.

SOFTWARE/OS VERSIONS
Operating System: KDE neon 5.26
KDE Plasma Version: 5.26.5
KDE Frameworks Version: 5.102.0
Qt Version: 5.15.8

ADDITIONAL INFORMATION

Manually installing the package 'language-selector-common' appears to resolve
the missing binary error, but changes the error message to
"check-language-support failed. output:" with no additional information.

Running the command 'check-language-support' manually indeed results in no
output, but does exit 0.

Have observed this behavior both as a KDE Neon installed on bare metal (x86 PC)
and running under Parallels as a VM.
