STEPS TO REPRODUCE
1. Go to Input Devices -> Keyboard -> Delay
2. Press Tab twice.
OBSERVED RESULT
The cursor lands on the Help button
EXPECTED RESULT
The cursor should go to the Rate text input field. It does that if you press
Shift+Tab instead at step 2.
