It came from a discussion in libinput's bug tracker at https://gitlab.freedesktop.org/libinput/libinput/-/issues/924. In the 924 bug report, there is a HP laptop with touchpad, and I want to disable the touchpad when a mouse is plugged into the machine. The KDE wish is, we need a UI setting to disable the touchpad when the mouse is plugged in. libinput supports the configuration, but the KDE setting for Touchpad does not expose it. For libinput, this is the [manual] X11 option of interest. Plasmashell version is 5.24.7. I see some other "disable touchpad with Mouse plugged in" reports, but I definitely do not have the setting.
