Unfortunately that can't be done because button size isn't universal to all
themes; it's something that only specific themes implement. That's why the
setting is in a config window specific to the Breeze theme.

What do you think about adding (or moving) the Button Size dropdown to the
"Configure Titlebar Buttons" page? So that you could change what the buttons
are, and also change how big they are, on the same page.
