I found what's causing the touchpad issue; if I run "udevadm trigger -s input"
the touchpad configuration resets back to defaults.

But systemsettings5 set /etc/sddm.conf to zero. I think it's better to write
"#The configuration of SDDM you can find here:
#/etc/sddm.conf.d/kde_settings.conf"
into it, if it is empty.

Disabling screen locking after sleep removes the problem. When screen locking
is disabled, the laptop wakes with a black screen but either moving the mouse
or CTRL+ALT+F2 + CTRL+ALT+F1 makes it normal.

This looks like the font is missing unicode characters. This is not a bug in
Kate. If you try other fonts this will likely work.
