KDE uses the Qt locale classes, which in turn use data from the CLDR. The UNIX
locale databases are not used, because they lack many entries needed by Qt.
I suggest to report the issue to CLDR developers.

That's right, newer appstream has changed to not create appstream components
from local desktop files.
