On my laptop with PulseAudio 13.0 it stays off after reboot. On my other laptop
with PulseAudio 13.99.2 it switches to another profile on reboot. Neon focal
uses 13.99.1. Looks like newer PA versions behave

Oh, I don't use Baloo at all and I don't understand why it's necessary for
