I was able to trigger the issue just by starting up Kate. Changing a Kate
session also triggers the issue, so I suppose when Kate starts up it loads a

Duplicating, deleting, saving (save/save as) sessions also triggers the issue.
It looks like every operation which somehow affect the sessions (always)
