You are using Ubuntu, which is a discrete release distro. There are no new
versions available unless you upgrade the whole thing (e.g. to Kubuntu 18.10).

This is true. I can, however, "Print" to a new PDF file.

I believe it is behaving as designed. I don't remember when the restriction
that numbers be unique within an account, but it likely based on checking
