"plasmashell --version" command on Debian gets:
plasmashell 5.8.6
and on Fedora:
plasmashell 5.10.1
so the bug was introduced probably in 5.10.[6-9]. I'm not sure about 5.10.

I agree with @Harald and I need to add that the guest does NOT have to be
Plasma. Single guest with Windows (and with updated Spice / Virtio drivers) is
also a problem.
