So I have done some more testing and I have found that the frame-rate-halving
issue I reported with KWIN_USE_INTEL_SWAP_EVENT earlier affects only that one

Some further investigation reveals that this bug affects Broadwell GPUs but
does not affect Skylake or Coffeelake. I haven't been able to test Haswell

This does still happen, though it doesn't seem quite as bad as it used to be.

I was able to reproduce the problem on every computer I tried, so it is
interesting that some systems weren't affected.
