one more observation:
suppose powerdevil doesn't run after startup of the system. In that situation I
can also always get it running by logging out- and in again. This always works.

The two overlapping menu's were appearing on (single) right clicking. After
reinstall all is fine now. But I see you're right... I have to right-click IN a
context-menu now to have this effect.
It is fixed now.

I totally did a fresh install of the system and to my surprise this strange
behavior doesn't occur anymore...

Sorry, I am using Neon User Edition. Completely updated. But I'm still
puzzled... In comment 6 ( Kai Uwe Broulik 2018-01-23) I read that this bug is
really solved but on my system it just isn't. And it's almost a year later
