Sticky notes saved on Okular sometimes work and other times do not when I try
to open the pdf in another viewer (Document Viewer in Linux, also have tried
PDFMod from the linux software store). Some sticky's keep the text, others are
just blank sticky's, and I can't see a systematic reason some work and others
don't.

Ok. I was saving with "Save As". The issue is that some of my sticky notes were
overlapping highlighted text, and double-clicking on the sticky notes was
apparently understood as double-clicking on the highlighted text instead, for
which I left no notes. When I moved the stickies, problem was resolved.
