Current Scene abstractions are good enough on X11, but not on Wayland. This
causes some troubles for us, e.g. KWin will redraw all subsurface tree if any

Plasma tries to put panel popups in the Above layer.
On X11, it's achievable by setting _NET_WM_STATE_ABOVE.
