In the meantime, setting the Alt+Tab style to "large icons" (with no thumbnail

I just had the same issue with the OpenGL 3.1 backend (starting Steam will
disable kwin compositing, and it won't enable it again).

Turning the monitor off and on again changes the refresh rate to the correct
value.
