I've seen in plasma-devel lists that virtual destops are beeing rewritten,
and several proposals for merging activities and virtual desktops.

You can do this with plasma 5 by overriding kactivitymanagerd-pluginsrc config
file.
You can assign one virtual desktop per activity.

I tried the Breeze Transparent theme https://store.kde.org/p/998635/ from
David Edmundson but i got the same issue (no transparency for panel and kickoff
menu).
