A very weird thing happened...
After updating some files from Manjaro repo I booted and notifications were
working fine just like that.
I thought the problem it got fixed, but after I rebooted for a second time

I think I have found the culprit.
I have totally removed XFCE and now notifications are working fine.
I dont know why XFCE is causing this issue, is a bit weird.
