When I made flatpak as my default source I found that apps available through
flatpak has proper icons but those available only through Packagekit had the
rendering issue.

I'd point out that issue exists even for my 1366x720 resolution laptop on
Kubuntu 17.10. Icon size seems to not be the main
width of the sidebar should start decreasing as the
main window becomes narrow enough and it should keep on decreasing until the
content of the sidebar cannot be legitimately displayed, at which point it
should autohide.
