Moving the window with Alt+Function keys enters characters into keyboard buffer

Reproducible: Always

Steps to Reproduce:
1) Open a Konsole
2) right click title bar. More actions -> Move
3) move window with cursor keys: all ok
4) move windows with ALT + cursor keys: characters A, B, C and D are entered
into keyboard buffer

Sorry to bother you. this is not a KDE problem, but something in SDL2. I just
happened to notice the issue in two applications

When switching desktops with the function keys, Ctrl-F[X] The event seems to go
unclaimed and the 'F' key also appears to be sent to the currently active
application resulting in unexpected key events.

seen in kubuntu 16.04
