I've encountered this today on two machines running KDE Neon user edition
(Plasma 5.22.1, Frameworks 5.83.0, Qt 5.15.3, Kernel 5.8.0-55-generic).

I've found that removing the plasma-discover-backend-flatpak package and
logging out/in or rebooting will clear the erroneous update notification out of
the system tray.  Once I reinstall plasma-discover-backend-flatpak and log
out/in or reboot, the system once again notifies me about updates that do not
exist.
