I believe this may have been fixed as far back as 7.2, certainly 7.3. The
extra confirmation step on face tags seems to have ushered in the fix. Thanks

Changed to minor; I still have a set of pictures I downloaded where it is
obvious the sequence number is not getting reset between folders, but the step
of 3 is working.
