Thanks for the reply. kate-data is installed and is the latest version. In the
meantime, I also updated kate to  Version 3.7 and Using KDE Development
Platform 4.14.13

Initially, the Kate package was missing the Help component. I installed
'khelpcenter4 through Synaptic.

Then, when selecting Help (F1),  brings up the Kate help menu with the
following message:
"Help:/kate/index.html file or folder does not exist" so the Help menu listing
does nothing.
