According to this chart...your computer should already have it.

Were you using Krita 3 before. There were some fixes in Krita 4.0 with OSX
stuff and graphics cards. You could try to clear your configuration and see if
that helps the OpenGL setting get enabled again.

would I have to install Open GL? If yes, how?

Can you provide more information? What type of computer do you have? Does it
even have OpenGL?
