FYI: systemsettings is just a shell to show various settings modules. There was a problem with signond crashing since Qt 5.15.0, but that should be fixed in openSUSE meanwhile, see http://bugzilla.opensuse.org/show_bug.cgi?id=1172904 (that bug report was about kio-gdrive not working, but it would also affect the "Online Accounts" setting in the way you describe).
