should not be under "When Spectable is running" because these options also work
if Spectacle is closed and we launch it by pressing

For what it's worth, I'm also reproducing this same issue. As far as I can
tell, in the current iteration of Spectacle, it doesn't matter what settings
are configured - the hotkey snips will always save as
